HMRC’s Priority – New Customs Declaration Service – Roll out Begins August 2018


Many of our clients move goods in and out of the UK and will be familiar with the level of scrutiny that HMRC bring to issues such as Export Evidence to provide proof of Zero rating of such sales.

The need to ensure there is a system in place to facilitate the movement of goods across the UK Border is one that is increasingly taking priority in the minds of HMRC managers to the extent that, with resources having to be transferred to address such issues, other tax management initiatives have started to be placed on hold – further digital services for individuals and real time tax code changes being examples.

The management of Customs Declarations has for some years been through the CHIEF (Customs Handling of Import and Export Freight) system but due to its age plans were already implemented prior to the Brexit Vote to upgrade that system. With the huge increase that is to be expected from processing customs declarations post Brexit the new system CDS (Customs Declaration Service) that was to replace CHIEF will need significant scaling up.

HMRC will start a phased launch of the news CDS system from August of this year. It is expected that there will be some parallel running of the two systems but HMRC have the expectation that all declarations will go through CDS from early 2019 (possibly January some report).
