College of Further Education – HMRC VAT Compliance Visits

Certain existing VAT registered sectors who have not been, for some years, receiving any routine VAT compliance visits from HMRC appear to be currently an area of interest.

The Further Education College sector in Wales is one such area where it is noticeable that HMRC have made contact to arrange an on-site visit over recent weeks.

In terms of what could be the prompt behind such a visit programme it would be reasonable to consider the range of major property related projects which have arisen across the sector.  The college sector has the added issue of the VAT issues it faces from its non-business delivery of non-fee paying education.

Interest is being paid for example, to the management of certificates issued by colleges for reduced VAT rate fuel costs as well as to the operation of the Partial Exemption, Non-Business methods and the management of any Capital Goods Scheme annual adjustment process.
